People’s Movements from 15 states launch Nasha Mukt Bharat Andolan; pledge to make drugs & liquor free society

New Delhi, July 01 2016 | Drug menace and liquor have cursed the Indian society for long. Women, Children and largely the society has suffered a lot and impacted the overall development of the society. A large number of crimes involve the overuse of drugs and consumption of alcohol. There has been a continuous debate around the issue of prohibition, drug abuse and the negative social and economic consequences of it. Recent events have added fuel to the fire. There have been protests happening for long in different states of India. Largely women stood up against the menace supported by youth at many places like in Tamilnadu. The issue has made its space in political campaigns looking its social and economic impact.
Today representatives of strong people’s movements came together during the National Convention on Anti Drug and Anti Liquor Campaign organized by National Alliance of People’s Movements at Gandhi Peace Foundation and a launched a united movement called “Nasha Mukt Bharat Andolan” to make the society drug and liquor free looking at people voices and their urge for the same.
However, behind this is the sustained struggle of people’s movements, community organisations, women’s groups and others for a very long time. Many of the organisations and people’s struggles along with National Alliance of People’s Movements (NAPM) have also been raising the issue of liquor prohibition in various states. In connection to this issue, our fellow comrade Shashi Perumal and Social Worker and onetime MLA Gursharan Singh Chhabra lost his life during the anti liquor campaign in Tamil Nadu& after a 32 day fast for the cause in Rajasthan last year. They will always be an inspiration to us for continuing the struggle. The convention started with paying homage to them followed with discussion on challenges ahead.
Representatives from 15 states namely, Bihar, Chhattisgarh, Punjab, Uttar Pradesh, Rajasthan, Madhya Pradesh, Maharashtra, Delhi, Odisha, Gujarat, Tamilnadu, Uttarakhand, Haryana, Karnataka, and Kerala had come to the convention and discussed the present situation in their state. Women and Children are severely affected by the menace in every states leading to loss of social and economic capital. A mere interest of liquor lobby and drug dealers have been protected by various Govt, who are meant to protect the interest of people. Revenue loss is a farce reason stated by govt. where we are observing the loss of human resource and rise in conflicts due to the same. The states have defied their mandate of democracy and for long denied the voices of poor and deprived repressed section of the society mainly the women and children of the society who are facing the consequences of the liquor and drugs.

प्रिय साथी, जिंदाबाद।

 

आप सब ने 1 जुलाई के दिन गाँधी शांति प्रतिष्ठान, नई दिल्ली में हुई बैठक में उपस्थित होकर या समर्थन देकर शराब बंदी एवं नशा मुक्ति की और आपकी कटिबद्धता साबित की है। उस बैठक में हर राज्य के आंदोलनकारी इस मुद्दे पर विविध मोर्चों पर सक्रिय साथियों ने अपने कार्य के साथ सम्पूर्ण वैचारिक भूमिका भी सामने रखी और शराब तथा नशीले पदार्थों का सेवन व व्यापार, असंवैधानिक, स्वास्थ्य और जीने के अधिकार के खिलाफ “राज्य के कर्त्तव्य का उलंघन तथा समाज के लिए हानिकारक व अन्यायपूर्ण है। यह विश्लेषण उदाहरणों के साथ प्रस्तुत किया। इस पर सबकी एक राय बनी कि इन नशाकारी पदार्थों का व्यापार/धंधा असामाजिक कार्य तो है ही बल्कि उससे प्राप्त राशि पर शासन अपना कारोबार चलाए, यह अशोभनीय और अमानवीय है। इस धंधे की कमाई उतनी भी बड़ी नहीं है कि उसका विकल्प न ढूढ सके, साथ ही इस व्यापार में आबकारी मुनाफे से, नुकसान अधिक है। शराब के व्यापर को रोकना स्वास्थ्य की सुरक्षा, अपराधों से छुटकारा, महिलाओं का सम्मान व स्वस्थ समाज के निर्माण में सहायता करेगा।

 

इसी शृंखला में आज दिनाक 31 जुलाई को नशा मुक्त भारत आंदोलन के बैनर तले पहली कार्यकारिणी की बैठक राजघाट, बड़वानी, म.प्र. में हुयी। इस बैठक की अध्यक्षता राजस्थान के गांधीवादी कार्यकर्ता और स्वतंत्रता सेनानी पी.ए. पटेल ने की। कार्यक्रम का संचालन डॉ सुनीलम ने किया। नशा मुक्त भारत आंदोलन का पर्चा और शपथ पत्र पढ़कर उसपर उपस्थित सभी साथियों के सुझाव और सहमति ली गई।

 

नर्मदा बचाओ आंदोलन की नेत्री मेधा पाटकर ने कहा कि आज शराब और नशे के सेवन से युवा पीड़ी बर्बाद हो रही है, विशेषकर पंजाब जैसा समृद्ध राज्य आज नशे की लत के कारण पतन की ओर जा रहा है इसका एक उदाहरण हमने फिल्म उड़ता पंजाब में देखा है। आज सभी महिला, माता, बहनों को संगठित होकर इस कुप्रवित्ति के खिलाफ आवाज़ उठानी होगी। राजस्थान के सवाई सिंह(राजस्थान समग्र सेवा संघ, एन ए पी एम, राजस्थान) ने कहा कि सरकार का यह दावा झूठा है कि शराब के व्यापार से राज्यों को आमदनी होती है अपितु इसके उलट शराब पीने से होने वाली दुर्घटनाओं और रोकथाम के उपायों पर इससे कई ज्यादा राशि सरकार द्वारा खर्च की जाती है। अरुण श्रीवास्तव(जनता दल (यू) के जनरल सेक्रेटरी) ने कहा कि शराबबंदी लागू करने के लिए बिहार जैसे कड़े कानून बनाने के साथ ही उसका कड़ाई से पालन करना भी ज़रूरी है। केरल के कार्यकर्ता इसाबीन अब्दुल करीम (केरला लिकर प्रोहिबिशन काउंसिल) जो कि पिछले 25 सालों से शराबबंदी के खिलाफ संघर्ष कर रहे हैं ने कहा कि संघर्ष की ही जीत है कि  केरल में 720 बार और रेस्टोरेन्ट बंद किए गए हैं। ये विडम्बना है कि इतना पढ़ा-लिखा राज्य होने के बाद भी केवल शराब के व्यसन के कारण गरीब और गरीब होते जा रहे हैं। डॉ सुनीलम (किसान संघर्ष समिति, समाजवादी समागम) ने डॉ बी. डी. शर्मा द्वारा लिखित पुस्तक का संदर्भ देते हुये कहा कि काँग्रेस पार्टी के संस्थापक ए. ओ. हयूम जो कि पहले अंग्रेजी सरकार के कलेक्टर थे, शराब के मुद्दे पर ही हुकूमत को इस्तीफा दिया था। जबकि आज चुनावों के समय कई राजनीतिक पार्टियां शराब का इस्तेमाल धड़ल्ले से कर रही हैं। म.प्र. सरकार और मोदी सरकार को बिहार सरकार द्वारा लिए गए क़ानूनों की तर्ज़ पर देश के अन्य राज्यों में भी सम्पूर्ण शराबबंदी का कानून ना केवल बनाना चाहिए अपितु ईमानदारी से उन क़ानूनों को लागू भी करना चाहिए।

 

नशा मुक्त भारत आंदोलन को जन-जन तक पहुँचने के लिए कार्यकारिणी में निम्न लिखित निर्णय लिए गए:

v  राष्ट्रीय यात्रा का आयोजन 2 अक्तूबर को तमिलनाडू से शुरू होकर 12 अक्तूबर को भोपाल में समाप्त होगा।

v  बिहार का नशा मुक्त कानून देश के अन्य सभी राज्यों में लागू कराने को लेकर 11 सितंबर को विनोबा जयंती के अवसर पर 17 राज्यों में जिला और तहसील स्तर पर कलेक्टरों को ज्ञापन दिये जाएँगे।

v  2 अक्तूबर के पहले सदस्यता अभियान के प्रथम चरण में प्रत्येक राज्य में 5000 सदस्य बनाए जायेंगे।  

 

अध्यक्षीय भाषण में श्री पी.ए. पटेल ने कहा कि हम सभी को कम से कम एक संकल्प अवश्य लेना चाहिए कि ना मैं पीऊँगा और ना ही अपने पड़ोसी को पीने दूँगा। बैठक के पश्चात राष्ट्रीय संयोजक मेधा पाटकर, विधायक बी आर पाटिल द्वारा राष्ट्रीय समिति के सदस्यों तथा उपस्थित समुदाय को नशा न करने, न कराने की शपथ दिलाई गयी।
